The CLARITY Act: Where It Stands
Passed the House 216–78 (July 2025) → Cleared the Senate Banking Committee 15–9 (May 14, 2026) → On the Senate calendar since June 1, 2026 → Still needs 60 votes to clear the Senate floor. Not yet law.
The latest bill text was set July 22, 2026, and the day before, the White House agreed to a Democratic ethics provision — a signal of momentum that helped spark a roughly $63 billion rally across crypto markets, pushing total market cap to about $2.32 trillion. The bill would split oversight of digital assets between the SEC and CFTC, giving the industry the clear rulebook it's been asking for. Republicans hold 53 Senate seats, seven short of the 60 needed, so bipartisan support is still the deciding factor.
